Ars Technica: «

"This policy shift is concerning for developers. Android has always stood out because of its openness — the freedom to build and distribute apps without excessive barriers. Requiring mandatory verification and charging fees adds friction that especially impacts independent and small developers. I understand the intention may be to reduce piracy, malware, or improve security. However, raising entry barriers risks weakening the very ecosystem that made Android strong in the first place. Innovation depends on accessibility and low compliance costs. Also, Google Play Store has been historically ineffective regarding security issues on their own marketplace. Restrictive distribution policies can also create unintended consequences. When official channels become too restrictive or expensive, users may turn to unofficial modifications like rooting or other system-level workarounds. That does not improve security — it may actually increase fragmentation and vulnerability. Even Microsoft never needed to impose this level of control on Windows to remain competitive. Decisions like this could accelerate the growth of alternative Linux-based operating systems and, over time, undermine Android’s dominance in the global market. "

"Android began as the open-source, mod-friendly underdog in the cell phone market years ago. I watched it as it grew into a thriving scene where we could brag to our Apple-loyal friends about the freedom we had in our platform, the platform we bolstered up and supported and went against the culture at the time to get behind. Over time, it's become less and less free and open; locking bootloaders, denying permission to access all of the storage we pay for on our devices, penalizing power users who root their phones by disabling basic functionality, and now that their Play Store monopoly has been called out for what it is Google, so desperately in need of more money than they earn from collecting and selling all of our private data to finance their AI ambitions, which are trained on all of our data in the first place, is locking down the user's ability to control how they can utilize the device they own even further, just so they can have a say (and a fee collected) in every application that others produce for what used to be a truly open-source platform. It's disgusting how for ensh*tification has gone. These are Our devices. We pay for them. They are ours to have to replace, to finance, to insure, to charge, and to use. You should have a say in literally every single aspect of how they're used, and exploiting small developers under the guise of "security" is just pathetic. "

"I use android because its easy to mod and customize. If I own the device, I want complete control of it. That comes with the understanding that my modifications could break it . If we lose sideloading and indie and open source development, we'll just have to stray further from the platform to find it again. In a world where the easy to access services and products are becoming increasingly controlled and locked down to the detriment of the consumer, there's real benefit to be had in being one of the few exceptions. "

Cole, change.org

"It is and has always been important to be able to install an app. Countless times I get an app update that breaks something and I have to downgrade to the old version until it is fixed. This simple and necessary fix will not be possible if APKs are limited. "

"The whole reason Android is popular is because it's open source. This undermines both user freedom and the open spirit that originally defined Android. Making this change under the guise of security amounts to manipulation, lying, deceiving your customers, and taking away their rights to use their device in their way. By doing this you are killing what make android great, the fact that everyone can make an app and load it on his phone. Google should not be able to say what apps we can and can’t download on a device we purchased. This change would remove the main reason I even purchase these phones, stop it google. As a developer I want to be able to use and test my own apps. Having a monopoly over the eccosystem is going to hurt developers and create move forced overreaching and breaching of constitutional rights. You are not protecting anyone from forcing them to use the googleplaystore, in fact all the spyware and malware I ever came in contact with was from Google Play itself. Calling it "sideloading" is just villianizing what a normal download is, removing basic freedoms to use my device as I so choose is a far overreaching tactic that shouldn't be even an option let alone seriously implimented. If this does happen, I won't be using andriod, And will also stop using any other google services. I can't support a company that is anti-consumer. Dealing with the amount of bloat and spyware that comes preinstalled on these phones is bad enough, pushing user to have to deal with these orwellian nightmares is completely unethical. Where did your company statement of" don't be evil" go? "

Kaleb, change.org

"The differentiating factor with Android was always freedom. Apple had a locked down market and their own thing over there, meanwhile Android was open. I don't want to give up my tech sovereignty so a corrupt multinational conglomerate can harvest my data and shove more useless bloatware onto hardware I own, all while forcing mass surveillance. "

"The biggest reason I use Android is because I like the fact that it's open and if I don't like something I can just fix it also I like the ability to have my open source apps which you're trying to kill I guess you're just going to help boost The amount of people that are switching over to a true linux-based phone "

"Android was built as a open technology which made it stand against other proprietary operating systems such as iOS. This decision is not about "protection". It is about locking the system in order to benefit from a lockdown system. Developing app on Android is meant to be about learning and testing in the simplest way without having to be "an approved developer". "

Albert, change.org

"If the current plan moves forward, the few advantages of freedom on Android will be lost, because inhibiting the use of APKs reduces the user's freedom more than its risks, especially because the lack of security on Android is not limited to using APKs from external sources, but using websites or any file from malicious sources, which are not necessarily an APK. If you really want security, should you also disable Android's access to the internet to avoid downloading malicious files, or are you only interested in APKs? Finally, Google Play is not necessarily better than an external store, because it does not expose the source code of Apps to be investigated and verified, unlike F-Droid, for example, which has numerous criteria for uploading apps and prioritizes verifiable FOSS apps. In my opinion, this change is not aimed at the user... "

Gabriel, change.org

"As a user, I will always opt to sideload apps whenever possible. Whether I need a photo editor, keyboard app, audio equalizer app, or any other kinds of apps, I consistently seek open-sourced sideloading options before I even consider using the Google Play Store. Whenever I need any mobile app that isn't social, I prioritize finding an open-sourced app solution. With Google's dominance in the global mobile OS market, it's clear they will attempt to restrict any freedoms of their OS that they can get their hands on if they're not stopped. The importance of maintaining the freedom to sideload apps has never been more critical. Legislative initiatives like the App Store Accountability Act, which pushes users into surrendering personal private details to proprietary third-party solutions for identity verification, underscore why sideloading is a crucial defense line. If Google is allowed to proceed with implementing these restrictions, users will likely get funneled into using its proprietary app store, forced to share personal information like age and biometric data that links back to them for targeted ads and surveillance. Google's push for limiting sideloading is a textbook case of anti-competitiveness as well. The danger of this change can be summed up in an analogy: if some people occasionally get food poisoning from non-vetted sources, should we altogether limit food access to vendors that are deemed as, 'approved' or 'verified' by a multibillion-dollar, anti-consumer corporation? If this decision doesn't get shot down, there is a risk of being forced to give up personal privacy, autonomy, and choice. "

"Interesting how F-droid has been successfully been managing their own repo for years while simultaneously maintaining user and developer privacy, yet Google suddenly decides user safety is such an important thing that they have to sacrifice developer privacy on Android and conveniently have what apps users are allowed to install regulated by them and only them. If this was something they were doing on their store it would be disruptive, but developers who don't want to fork over pictures of their government ID, and 25 dollars apparently, could distribute their apps elsewhere. The privacy implications of forcing every developer, regardless of the distribution platform they use, to validate their government ID through a centralized source is far beyond the pale of Google's responsibilities and a major violation of privacy. The fact that they're even able to make a move like this should be treated as a travesty. It's not pro consumer either. As it stands today, users may choose to install apps from other appstores, including ones focused on open source software and privacy. Should Google's policy go into effect, they get to determine what apps we're allowed to install on the phones we bought and paid for. This alongside the sweeping age verification we've been seeing everywhere feels less focused on actual safety as opposed to surveillance. If I wanted a walled garden, I'd have gotten an apple phone. If this crap keeps up, I'm gonna have to search for a Linux phone whether they're ready for mass adoption or not. "

Pyre, change.org

"Me and many of my peers have been android users for over a decade, mainly due to the open nature and freedom to use my device as I wish without friction. Revoking this freedom by forcing developers into this program will harm developer privacy and freedom of speech, accessibility of development, user control over their devices, and preservation of older apps. It's not as easy as move to another OS, as the only other option is iOS and alternatives don't have as many applications needed for general day to day life. This is an overreach of power feigning "caring about user safety" to restrict user and developer freedoms "

Natasha, change.org

"Sideloading? I call it installing! We own these phones, not you! The reason we buy Android is not simply the 'AI Features', but because it isn't as dystopian as iOS. Android has been about giving the user the choice on what apps they personally want, and to customize what they prefer. Google has been slowly taking it away from us, and they can't do this anymore! This is the final straw! "

"Limiting the installation of APK files (sideloading) is bad because it turns Android, known for its openness, into a "walled garden" similar to Apple's. This restriction strips users of their freedom, treating them as if they cannot make decisions about their own devices. Furthermore, it stifles competition and innovation. Alternative app stores, like F-Droid (focused on open-source), and developers testing their apps are directly harmed. This forces everyone to depend exclusively on the Google Play Store, giving Google total control over the market and what you can or cannot install, often under the guise of "security." In the end, it's a trade-off of Android's fundamental freedom for centralized corporate control. "

Requiring Licensing and restricting this Freedom goes against the very Core of what Android stands for and was built for. It is UNACCEPTABLE for users not to be able to download whatever they want, regardless of Licensing or Approval. If Google closes this door, it will Forever Damage Android and Many users and developers like Myself will leave. There is no longer any reason to remain on Android if this happens. First it was collusion and social media tracking, then it was ads and personalizations, then came along biometric security such as face scan or fingerprints arent protected by 4th amendment like passwords are, then we had AI invasiveness and the loss of ownership and shifting to subscriptions and now here we are not knly can we not own digital things now we are to lose our last items the physical things we own now under control as well no longer owned but basically licensed to us as long as we arent deemed dissidants. Adpocalyptic, change.org

"I am the founder of Yale Privacy Lab, where we have investigated privacy and security issues in Android apps since 2017. I can say without hesitation that this change makes Android users less safe. Android is based upon free and open source software (FOSS) and that has always been defined by user choice. Blocking the capability to install apps directly from trusted sources outside Google Play is not a small tweak. It removes a core freedom. We should not need permission to run software on devices we own. Framing this change as protection does not reflect the reality of the Android ecosystem. Google Play has long allowed unsafe apps, invasive tracker SDKs, and supply chain threats that slip through automated review. Independent audits have consistently revealed these issues inside of Google Play, even *after* Google claims to have scrubbed. For example, the X-mode SDK persisted long after it was banned in the USA by the FTC enforcement action, and was still present in many Google Play apps until Google was called out by my own investigation. Initially, Google responded by saying I was wrong but then acknowledged their error in press. Long after that, other tracker SDKs associated with X-mode and the wider ad-tech surveillance economy have persisted. In many cases, the safer and more privacy-conscious option is to use F-Droid to install apps. F-Droid is just one organization that is much more serious than Google about checking the safety of their catalog of apps. Sometimes, the safest option is installing APKs directly from trusted developers. These methods can avoid ad trackers, surveillance code, and unwanted data sharing. To cut off these options is to put many activists, journalists, whistleblowers, and ordinary users at risk. "

"I regularly use FOSS apps and apps I've been bringing with me in APK form from phone to phone, and the promise of being able to develop and run my own code has been part of what's kept me using Android all these years. For Google to then yank the rug out from under us is a betrayal of the highest order, and for what? Shareholders? To feed the addiction held by seemingly every person in a seat of power to know exactly what a given Android owner ate for breakfast on any given date? What a fall from grace from a company that once touted the mottos "Don't be evil" and "Do the right thing." "

"This does not protect anybody. All it does is restrict an OS that was supposed to be open. This was one of the main benefits of Android over iOS, and now it's being removed. This also kills the open source ecosystem, since alternative app stores cannot function if all developers are required to pay Google and pay a fee. Ordinary users are already protected from malware with Google Play Protect, and app sideloading disabled by default. This does not help anyone. Even calling it sideloading is misleading, since we own the device NOT Google. On a computer, this is called installing software. It shouldn't be different on a phone. This will also allow government censorship of apps that protect privacy. Overall a terrible idea. "

"I've been an Android user for ever since i was 12, im about to be 30 now and i have never looked back, this is do to one main reason, freedom of choice. I always liked that i can install games and apps directly from developers most of the times. Is one of those things that set Android apart from iOS. Im not as tech savvy as some of my peers, but i do often show off the things i can do on my Android device that family and friends cant do on their iOS, so far i have been able to convince people to switch to Android and they have been enjoying the switch. I feel like iOS is finally catching up to Android in terms of customization features that Android has had for years now, but this decision to limit where i can get apps from would make the system just like iOS. I already quit from newer Samsung Galaxy devices since they got rid of features i still utilize to this day like the Headphone jack and Expandable storage. Today i use a Sony Xperia 1 V, which features both. I even did this personal experiment last year where i got an iPhone for 3 months to truly experience "the other side" and apart from getting use to the new User Interface (UI) the thought i kept having for those 3 months was "i cant get that one app im used to" or "i wish i could get this specific app, but is not on the App Store". When i finally got back to an Android phone the difference felt big, not only was i back to an UI i was so used to, i also didn't feel restricted from my choices in what apps i wanted to install. All and all, this decision to restrict Android users from where we can get our apps, is just another thing that i think will not longer set them apart from an iOS device, and there will be less reasons to choose an phone over the other, making them unexciting and eventually just all blend together. "I use sideloading on Android pretty much daily at this point, the idea of not being able to do anything I want with the phone that I'VE BOUGHT with MY OWN MONEY is just sick. I hope this petition has enough Signatures to make a change "

"Everything about this software/app lock out is beyond wrong. So is age verification. It is all beyond dystopian. George Orwell is spinning in his grave. My wife works in a major hospital and that hospital is already in a major panic because they have internal apps that can not be put out to apps stores for major security reasons. They have no idea what they are going to do when these apps stop working and can not be installed, used or updated because of these dystopian lockouts (i.e. blocking non app stores' apps from being installed; not to mention the major security risks of age verification). The app monitors many vital operations and medical equipment across three major medical facilities in the same hospital network; among branch facilities. It alerts staff and is used for many areas of communications in the hospital network. If this app can no longer be integrated into the hospital's operations network, the entirety of the hospital's facilities shuts down. I'm sure that if the hospital at which my wife works uses internal apps, then there are many other medical facilities that do also. A neighbor that I check on daily uses an app for necessary medical reasons. This app is not and will never be in any app store. Her doctors and the company that makes the device for thousands of people are in a panic. They can't just put this control/monitoring app out there. They would have to redesign the device's entire system and it could take several years. Plus, there are the major security risks. A friend has advanced diabetes and has a monitoring device stuck in his arm. The monitoring/alert app comes from the device manufacturer and not any app store. I also use medical apps that are not in any app store. I am also diabetic (not as badly as my friend) and disabled. There are several other people in my area that depend on medical apps that are not in any app store and are ONLY provided through a medical facility or medical device manufacturer. These companies do not put these apps out to these app stores for anyone to get their hands on for security reasons. If someone malicious got their hands on these medical device control apps, tampered with it, and re-uploaded it for patients to then obtain, thousands of patients could die. What am I and all these people that depend on proprietary and device specific medical apps across the country going to do when our apps/devices can't be installed or updated and just stop working? These dystopian app lock outs and the risks of age verification will put millions of peoples lives on the line and will have biblical level consequences. This all needs to stop immediately! "

"Android started as the Anti-Apple and the ubiquity of manufacturers, form functions, ROMs, and open source app development has made it what it is today: the worlds most used operating system powering nearly 70% of phones and 1/3 of all devices, even surpassing Windows. App verification and sideloading through ADB only will hamper development and greater adoption moving forward. If forced into a walled garden, why not just use iOS? "

"This COULD end piracy of some games, paid apps, viruses/spyware and modded apps/cheats. But as a Brazilian, I'm against this, because there is a lot of Open source apps on github and F-droid with really useful functionalities. "

"I had to begrudgingly install google on my phone recently, and it's so difficult to get it off. I'm probably going to install graphene on the phone in the near future, so I don't have to consent to everything and get tracked constantly. "

"The tight to sideload software is a central feature that sets Android apart from iphone. Without it you can expect Android marketers to drop as users like me shift to Linux phones and Android alternatives. "
