Google

Google

Android

Ars Technica: "Google의 Apple 따라하기가 Android의 개방적 유산을 해체하려 한다"

"Google's developer verification policy creates a centralized database, controlled by a single corporation, containing the real-world identity of every person who writes software for Android."

Brave

"A policy that forces every Android developer to hand their identity to Google, regardless of whether they use Google's services, makes Android a less-open and less-private platform."

Brave

"Changes would impose barriers to entry for individual developers, small teams and volunteer projects by imposing fees, identity checks and terms that may not align with the principles of an open ecosystem."

Infosecurity Magazine

"While Android used to be praised for its freedom and independence, it will become a closed shop just like Apple."

Tuta

"Verification just confirms who's behind the app, it doesn't guarantee clean code or rule out malicious behavior."

AdGuard

"Developers who choose not to use Google's services should not be forced to register with, and submit to the judgement of, Google."

Open letter, over 67 signatory organizations

"There are governments who might very much like to know the names of the developers of those applications so that they can go after them."

Electronic Frontier Foundation

"Remember: It's your phone, your data, your freedom. Don't let Google take it away."

Tuta

"Ultimately, Google's plan will stop you from owning your Android phone."

Tuta

"Forcing software creators into a centralized registration scheme is as egregious as forcing writers and artists to register with a central authority."

F-Droid

AdGuard

"Nearly 50 organizations published an open letter opposing what they characterize as a 'kill switch for the open ecosystem.'"

AdGuard

"The European Pirate Party called for proportionate and transparent measures that ensure security without restricting innovation, limiting anonymity, or distorting competition."

European Pirate Party

"Centralised, intransparent security architectures certainly help secure monetization and the market by locking out competitors."

Nextcloud

"When you set up a gate, you invite authorities to use it to block things they don't like. And when you build a database, you invite governments to try to get access."

Electronic Frontier Foundation

"Developers who build privacy-first browsers, encrypted messaging apps, VPNs, Tor-based software or tools for journalists and activists would be required to upload government ID to Google. These developers are unlikely to trust Google and might stop developing for Android."

"If it were to be put into effect, the developer registration decree will end the F-Droid project and other free/open source app distribution sources as we know them today."

F-Droid

"Google's abusive approach to the Android operating system has only gotten worse in recent years. Software freedom is sorely lacking in the 'computers in our pockets' we call cell phones."

Free Software Foundation

"Google Play itself has repeatedly hosted malware, proving that corporate gatekeeping doesn't guarantee user protection."

F-Droid

"A centralized global registration system for Android will inevitably chill this work. Those communities are likely to drop out of developing for Android altogether."

"When you download applications, you've simply installed an application. I don't want to use words like 'sideload.'"

SomeOrdinaryGamers (Mutahar) – YouTube

"The fact of the matter is, this is my device. I paid a lot of money for it. I should be able to do with it what I want."

Switched to Linux – YouTube

"This means you can't sideload an app from an unofficial source. But it could also be used to lock the ecosystem so we're forced to install only Google apps on approved Google OS versions."

Rob Braxman Tech – Locals

"This represents the last real safe place for free and open-source software in the entire mobile ecosystem. Once it's gone, it's gone. And we're going to spend the next decade trying to claw it back."

Techlore – YouTube

"I have really no more strong reason to not recommend you all get iPhones, because this just is pretty much an iPhone with a Google logo on it at this point."

Techlore – YouTube

"Google has been carefully watching from the sidelines to see what exactly it is that Apple can get away with."

Linus Sebastian, LMG Clips – YouTube

"Every single time a company takes away your ability to do what you want with what you bought and paid for, every single time they twist a knife, we have to point it out."

Louis Rossmann – YouTube

"Follow the money. Google makes money when apps are downloaded from its store. Google has completely forgotten about its earlier company motto: Don't be evil."

Tuta Blog – Blog

"Google is setting a requirement that only they can fulfill, forcing developers to go through Google and killing off thousands of apps. Countless users stranded."

Techlore – YouTube

"Google is doing to Android what Microsoft once tried to do to the web. Embrace, extend, extinguish. Just wrapped in a shinier open-source package."

ChiefGyk3D – YouTube

"If I'm going to be trapped in a walled garden anyway, I'll take the one that's built properly."

fireborn – Blog

"I'm not using the word 'phone.' I'm using the word 'computer.' This has over 8 GB of RAM, a terabyte of storage. It's a computer. And I'm also not going to be using words like 'sideload.' When you download an exe file onto your Windows computer, you've installed an application. You haven't 'sideloaded' something."

Louis Rossmann – YouTube

"Google is removing the one key advantage Android has over iOS."

SomeOrdinaryGamers (Mutahar) – YouTube

"This is an iPhone now. I didn't want to buy an iPhone. I use Android because it gives me freedom. If you are not going to give me freedom with my computer, then why would I buy your stuff anymore?"

Louis Rossmann – YouTube

"Android has become what they set out to destroy."

Linus Sebastian, LMG Clips – YouTube

"Developers of privacy-focused tools and emulators will have to dox themselves, making them vulnerable to government agencies or legal action."

SomeOrdinaryGamers (Mutahar) – YouTube

"Google already can disable malware that they find on your device. It's already a built-in feature. So what is developer registration actually adding here? Is it security or control? You decide."

Techlore – YouTube

"The widely-circulated narrative that Google already backed down from this is false. They didn't, and that misunderstanding may be the most dangerous part of the story right now."

Techlore – YouTube

"Google isn't testing this in the US or Europe first. They're starting in countries like Brazil, Indonesia, Singapore, and Thailand. Why? Because these are massive growth markets where regulation is weaker. By the time regulators catch up, the damage will already be done."

ChiefGyk3D – YouTube

"Your device, their rules. The phone you bought and paid for is no longer really yours."

Tuta Blog – Blog

"Imagine Dell told you that you could no longer install any operating system other than Windows on your laptop. That's what Google is doing to your phone."

SomeOrdinaryGamers (Mutahar) – YouTube

"This has obvious problems for non-Google operating systems like iodeOS, LineageOS, or BraxOS. Google Android will 'check in' with Google to verify the identity of the app and to validate the operating system."

Rob Braxman Tech – Locals

"F-Droid is basically saying that the new Google developer registration process will likely kill the open-source app store entirely."

The Linux Experiment – YouTube

"That's not openness. That is control."

ChiefGyk3D – YouTube

"Google decides what's safe for you, and you don't get a say."

fireborn – Blog

"A world where two tech companies from the same city that dominate all of our mobile devices both require centralized developer registration is a world with one more lever for surveillance, one more checkpoint for censorship."

Techlore – YouTube

"Google keeps getting in as much trouble as Apple when Google is half evil and Apple is full evil. So there are probably people inside Google saying, 'Why not just go full evil?'"

"This is despicable behavior on Googles part. I own my device, therefore I get to decide what I want to install to it. Period. End of story. Some corporate suite halfway across the country shouldn't be allowed to decide what I can install on my device. We need to stand up to this kind of abuse of power. "

"I bought the whole phone, i'll use the whole phone, whatever way I want. Openness of Android is the only reason I choose android, if I wanted a "Locked Down" phone, i'll just go with Apple at that point. Make these censorship at least optional to block, LET ME DECIDE, but dont force it onto blocking of APK installs all together FOR EVERYONE, let the user decide for themselves. I don't want Google to decide what I can or cannot do with the phone I BOUGHT. If I bought a phone, with the expectation and the capacity of doing X,Y,Z with it, don't take away the Z AFTER I BOUGHT IT. I'll just refuse to update my phone if it get's pushed that way. There's more malware on the ADS you promote, rather than anywhere else, im sure. "

"What is an android without weird apps installed from a weird website... I'm just kidding but that is what make better android you can make anything that you want. but if you can't install apps from outside of the play store you are going to lose so much content and I don't talk English so well but for this cause I'm did learn... An android without free apps not is an real android. And I'm not talking about like all apps need to don't cost I'm talking of being free of install any thing that you need. "As a developer who has long relied on Android’s open ecosystem, I am writing to express my strong opposition to Google’s new policy requiring all developers to register centrally with Google—even to distribute apps outside the Play Store. I understand the need for security, but Android already has robust, built-in safeguards that don't require this level of control. This new mandate forces every developer to submit to Google’s terms, pay a fee, and provide a government ID simply to offer apps through my own website or a third-party store. This fundamentally breaks what made Android "Android." My concerns are straightforward: Barriers to Entry: This creates friction for independent developers, open-source projects, and small teams who cannot absorb these compliance costs. Privacy & Surveillance: It creates a global database of every developer, tracking those who actively choose to avoid Google’s ecosystem. Arbitrary Power: It gives Google unilateral power to disable any app, from any developer, for any reason, across the entire Android ecosystem. Anti-Competitive: It allows Google to surveil competitive threats and market trends outside its own store, using that data to undermine rivals. The existing measures—sandboxing, user warnings, and Google Play Protect—have served us well for seventeen years. No evidence has been presented that these are insufficient. I urge Google to rescind this policy immediately. Turning Android into a centrally controlled platform where one corporation acts as the gatekeeper for all software is a threat to innovation, digital sovereignty, and the open principles that built this ecosystem. I ask Google to work with us, not against us, to find solutions that respect both security and freedom. "

Reese, change.org

So to see Google attempt to censor a beloved part of Android for many users? I find myself quite outraged! It's not exactly protection if everyone's data is at risk of being leaked next week, and it would be all thanks to these planned restrictions! "

Marielle, change.org

"APK ARE IMPORTANT,IT'S SOME GAMES THAT ARE NOT ON PLAYSTORE "

Paulo, change.org

"As detailed at https://developer.android.com/developer-verification, Google is planning to impose a requirement that developers of Android applications centrally register their signing keys with Google and pay a fee, enforced by the Google Play Services framework preventing applications from unregistered developers from running on users' devices. Google already lost a case on this issue and was forced to make it easier for users to install applications from third parties (https://www.reuters.com/sustainability/boards-policy-regulation/google-proposes-app-store-reforms-settlement-with-fortnite-maker-epic-games-2025-11-05/). The F-Droid project has clearly stated that Google's current behavior threatens its very existence, which is as far as I can tell in direct violation of the intent of that ruling (https://f-droid.org/en/2025/09/29/google-developer-registration-decree.html). I personally use F-Droid as the primary source of software on my device. If Google goes through with this plan, my freedom to use my device as I see fit will be harmed. "

"I switched to Android to escape Apple's aggressively anti-consumer walled garden. My S20 Ultra (that I paid over $1600 for, after tax) is finally starting to show it's age, but now I have no incentive to get another android device for my next smartphone if you follow through with these changes. I've been a vocal supporter of Android for years, but if you don't scrap this change, I will boycott Alphabet products altogether and do my best to ensure as many others as possible are well-informed on why they should do the same. "

Jacob, change.org

"If this is implemented I will be abandoning the Google sphere and moving my data over to Apple. I have already signed up for an Apple ID and I am good to go if/when this happens. I will drop android and all associated subscriptions and spend my money at Apple. Goodbye Google. It was a good run 2009 to 2026. "

"There should be a clear flow for users to install any software they want. And there needs to be a strict policy in place so that google wont just make change in future to reverse there actions "

Amrinder, change.org

"The restriction of an end-user's ability to control what they can and cannot do with their device that they legally own is inherently malicious and should be illegal. Google is pushing and overreaching in a way that is invasive and threatening to users' privacy and freedom. "

"Open source has always been foundational to everything Google and Android have accomplished. But locking off local installation will hurt open source development on the Android platform. I personally have apps I won't be able to use anymore. Please don't do this to us, we don't want to have to change platforms yet again. "

David, change.org

"I use Android specifically because it is a more open platform. I develop apps for myself and family members and I have no intention of becoming any kind of approved developer just to continue to do that. This is an absolute bait and switch to the most loyal of Android users and is going to drive many of us to seek out alternative operating systems. And sadly makes me want to de-google my life even further. "

greg, change.org

"I've used side loading a number of times in the past to load 3rd party developed apps. Not supporting this will make me seriously reconsider other phones and OS "

Richard, change.org

"Android has always stood for user choice that’s what made it different. Taking away freedoms like sideloading apps goes directly against that foundation. Not every developer wants to go through approval processes just to create or use their own apps. Many of us build things for personal use, experimentation, or learning not for distribution under strict control. These changes don’t just limit developers they set a dangerous precedent. This is how censorship and platform control begin, slowly turning an open ecosystem into a closed one. Android was meant to be open. What made it powerful was the freedom it gave its users. Stripping that away doesn’t protect people it restricts them. If Android continues down this path, it risks losing what made it great in the first place. "

Jared, change.org

"After dithering for ages, I finally did what I've always wanted to do, I installed a de-googled android it's, E/Os. Its great! If google persist in this, I'm sure more non technical users will too! I also wrote to my mp & to the UK monopoly commission. Search E/Os murena see if you can too! "

Tobias, change.org

"There are so many useful apps outside of the play store, including medical apps. It would limit us and restrict our freedoms to do as well please with OUR phones. Android began as an alternative to IOS that didn't limit side loading and alternative apps. Android restricting APKs is a violation of what they stand for and our rights as smartphone owners. This cannot happen. "

Evan, change.org

"Ive always been an android user and refused apple products. Ive loved being able to root and openly develop and play with my device. Its shown my how to write software and understand how a computer works. I understand the push for security but this takes away the very nature of Android. There are other ways to verify security if it becomes that necessary. "

"I am very conceded that our government and big technology is building a electronic prison to enslave humanity. Google is working to this end by implementing tactics like requiring their permission to create and use apps that big government and big technology approve. This is evil and must be stopped if we are to have any freedom and privacy. "

"Android has benefited greatly from being open. It is what sperated Android from iOS. If Android is going to just be iOS, might as well just buy into the Apple ecosystem which is much more robust than Android. "

"Purchasing objects means ownership. If ownership is only given to the haves, the have-nots become slaves. Google, if you are doing this of your own free will, shame on you. Governments of the world: attack evildoers directly, don't punish the populace with slavery. For one sin, all Man suffers. But we don't have to live in that slavery to sinfulness! Return hate with love! "

Jame, change.org

"If Google does this I will move to iOS. If given a choice for locked down mobile OS I feel safer with Apple. And the way the world is going with all the horrible AI etc.. and corporate control of our lives I will take the lesser of two evils. At least with Apple you can OPT out of Apple intelligence during setup with iPhone just like with Mac OS which I recently went to after MS's windows 11. I'm pretty pessimistic about this change and realize that I will likely be purchasing my first iPhone in the end of the year. "

Trent, change.org

"As a big android user I love the option to try out apps that people make that dont want to use google play. Or the ability to sideload an app if its not "officially" supported but can run fine. The open nature of it is what makes things great and taking that away will push away people. "

This Is what makes Android Unique, This Is the Gift and the Power of Android! If you take It away, you're also taking away the freedom people believed this system to have, this freedom allows users to truly own their devices! And your only just taking It away like nothing, like this system hasn't existed since the launch of Android! Like Seth mentioned, Android started as an open operating system, you have simply turned It Into a reskinned Apple OS. You're better then this. "Not only are open platforms important in general, but this effort specifically is an anticompetitive and a fraudulent attempt by Google to begin walling the garden after profiting off of the work of devs in the community and the consumers who bought their products FOR the open nature of the software and devices. I used to feel safer and confine to android, but now I'm not really sure anymore if this is what you consider "safe". "

Benjamin, change.org

"Communities survive and thrive based on their ability to collaborate and share. Android is the superior platform in my eyes because it's not a closed garden that requires tithe to be paid to some arbitrary group to function. Requiring developers to cede to Google for the simple opportunity to exist would greatly hinder creativity and limit the scope of what an app could do. Were this to go forward, I would certainly be looking to alternatives for my phone and app needs, even if it is inconvenient and difficult. "

Joel, change.org

"The whole reason I love android is due to openness and freedom, Google taking this away makes me mad because that's a staple point for Android gone. As a regular user, I use the F-Droid store, as well as finding apps directly on GitHub. "

Ayiana, change.org

"I've always chosen to use Android because I want to have control of how I use my phone. I know installing something might cause problems, but after all it's my decision and my phone too! "Authoritarians, I know you want the whole pie, but if you aspire for it we will make sure you lose the majority you already hold. "

"Android began as the open-source, mod-friendly underdog in the cell phone market years ago. I watched it as it grew into a thriving scene where we could brag to our Apple-loyal friends about the freedom we had in our platform, the platform we bolstered up and supported and went against the culture at the time to get behind. Over time, it's become less and less free and open; locking bootloaders, denying permission to access all of the storage we pay for on our devices, penalizing power users who root their phones by disabling basic functionality, and now that their Play Store monopoly has been called out for what it is Google, so desperately in need of more money than they earn from collecting and selling all of our private data to finance their AI ambitions, which are trained on all of our data in the first place, is locking down the user's ability to control how they can utilize the device they own even further, just so they can have a say (and a fee collected) in every application that others produce for what used to be a truly open-source platform. It's disgusting how for ensh*tification has gone. These are Our devices. We pay for them. They are ours to have to replace, to finance, to insure, to charge, and to use. You should have a say in literally every single aspect of how they're used, and exploiting small developers under the guise of "security" is just pathetic. "

Sheldon, change.org

"I like Android because it feels like a computer. I can administrate my own files, download niche little hobby projects made freely by others off of GitHub. I don't want it to become a walled corporate garden like iOS. If it does, well, might as well switch to the higher-quality walled garden, huh? No point in using a droid anymore. "

Maxima, change.org

"Android has long been the operating system that has allowed customization and freedom. It's the bedrock on why I use the platform. Taking away the ability to use FOSS and alternative sources just kills what makes Android Android for me. At that stage I might as well give in and get a blue bubble and better base privacy. Super disappointed in this direction. "

Jacob, change.org

"People originally went to Android way back in 2008 because of the open source nature of Android. It's what still attracts so many people to use Android. It's what keeps people on Android. Google owes so much to the open source community, from app developers to OS developers like the CyanogenMod/LineageOS teams, the CalyxOS team, and the DivestOS team among others all the way to the people who have used XDA's forums since the days of the HTC Dream. I realize Google wants to go into the 3rd stage of "Embrace, Enhance, Extinguish" but that will drive more people to Linux phones. "

Draken, change.org

"The one positive thing differentiating Android from iOS has been the ability for Android users to make their own choices about what's installed on their devices. Killing that differentiator is the exact opposite of forward progress. "

Ryan, change.org

"This is the only reason I've bought android phones all my life, if this passes then I'll either install custom software to avoid it or I'll find an alternative device and stop supporting android at all. If i'm not free to do what I want with my phone, then I don't own it and I don't want it. "

brandon, change.org

"It is so crazy to think I would ever think that this was the case. Android becoming IOS. I know Google wants to be Apple, but limiting supposedly open source software to now not allow true open source software seems to undermine this experiment. I will call this an experiment because you're been testing it for over a decade and now showing the true direction. Closed environment where all the data is mined and sold. Regardless of those who were here because Apple locked us into devices and software, the difference here is quality control you have none Google. You have relied on communities of users/developers to accomplish this. No More! This change unfortunately won't affect the bottom line immediately or barely when it comes to profit, but it will affect quality and choices and those are things that attract money... "
